General

Malaysia Board of Technologists (MBOT) is a professional body under Ministry of Science, Technology and Innovation that gives professional recognition to Technologists and Technicians in technology and technical fields recognized by the Board. 

Based on Technologist and Technician Act 2015 (Act 768), MBOT expands its function vertically and horizontally whereby MBOT looks at technology based professions that cut across discipline based from conceptual design to a realized technology and cover from Technicians (with MQF Level 3 to Advanced Diploma Level 5) up to Technologists (Bachelor's Degree and above). As a whole, these professionals (Technologists and Technicians) have integrated roles from concept to reality.
Under section 8, Act 768, the Board Members are appointed by the Minister, comprising professionals from Public Service, Local Authority or Statutory Authority, Private Sector, Technology Organizations, Institutions of Higher Learning, Skills Training Institutions and other related Professional Boards.

The Board through National Monitoring and Nomination Committee sources and screens the prospective candidacies for Board Membership from various category and institutions to ensure comprehensive and quality composition of the board at any practicable time. The recommended candidates are then nominated to the ministry for Minister’s approval and eventual appointments.
MBOT was established as a professional body through a Technologists and Technicians Act 2015 (Act 768), to register and recognize Professional Technologists and Certified Technicians as professionals. It was instigated by the recommendation of the Tenth Malaysia Plan (10MP), which has identified the needs for setting up a professional body to register and recognize graduates of skills and technology.

In line with the 2nd strategic thrust of the National Science, Technology and Innovation Policy or DSTIN (Developing, Nurturing and Shining Talents) in Science, Technology and Innovation (STI), MOSTI has implemented various programs to develop STI-related human resource capacity. Malaysia intends to become a developed and inclusive nation by the year 2020 whereby needs for human capital knowledgeable ethical to drive sustainable and inclusive economic growth. 

In order to retain the number of TVET workforces growing in the industry, MBOT also assists in ensuring the quality of the profession is in line with the dynamic development of the current industry and current trends in manufacturing technologies include, among others, automation, Internet-of-things and cyberphysical systems.
Based on Act 768, MBOT expands its function vertically and horizontally whereby MBOT looks at technology based profession that cuts across discipline based from conceptual design to a realized technology and covers from Technicians (with MQF Level 3 to Advanced Diploma) up to Technologists (Bachelor Degree level and above). As a whole, these professionals (Technologists and Technicians) have integrated roles from concept to reality.

Section 5 (Act 768) stipulates MBOT to perform the following functions:
  1. To recognize and register Technologists and Technicians as Professionals based on technology and technical fields;
  2. To provide facilities for the promotion of education and training and to hold or cause to be held, professional development programmes for registered persons to further enhance their knowledge relating to their professions;
  3. To conduct assessments or to cause assessments to be conducted by an institution approved by the Board for the purpose of admission to the profession;
  4. To determine and regulate the conduct and ethics of the technologists and technician profession; and
  5. Generally, to carry out all such acts and do all such things as may appear to the Board necessary to carry out the provisions of this Act.
As of January 2022, the Board has determined and approved the following 24 technology and technical fields as per listed below:
  1. Electrical & Electronics Technology (EE)
  2. Information & Computing Technology (IT)
  3. Chemical Technology (CM)
  4. Telecommunication & Broadcasting Technology (TB)
  5. Building and Construction Technology (BC)
  6. Biotechnology (BT)
  7. Green Technology (GT)
  8. Manufacturing & Industrial Technology (ME)
  9. Agro-based Technology (AF)
  10. Transportation & Logistics Technology (TL)
  11. Material Technology (MT)
  12. Marine Technology (MR)
  13. Maritime Technology (MI)
  14. Resource Based, Survey & Geomatics Technology (RG)
  15. Food Technology (FT)
  16. Oil & Gas Technology (OG)
  17. Automotive Technology (AT)
  18. Aerospace & Aviation Technology (AV)
  19. Nano Technology (NT)

Technology Fora & Programmes

There are 4 types of registration being offered based on the applicant’s qualification.

1. Graduate Technologist
It is open for applicant who holds a bachelor degree and above that is related to technology and technical field. It is a perpetual registration and no renewal fee. This is an entry-level registration before one can apply for Professional Technologist.

2. Professional Technologist
This category of registration can only be applied by the registered Graduate Technologist with the following requirements:
  1. Obtained the practical experience as may be determined by the Board
  2. Paid the prescribed fee
  3. Complied with all the criterias to be determined by the Board

3. Qualified Technician
It is open for applicant who holds a qualification recognized by the Board (minimum of MQF Level 3 to Level 5 MQF Advanced Diploma ) related to technology and technical field. It is a perpetual registration and no renewal fee. This is an entry-level registration before one can apply for Certified Technician.

4. Certified Technician
This category of registration can only be applied by the registered Qualified Technician with the following requirements:
  1. Obtained the practical experience as may be determined by the Board
  2. Paid the prescribed fee
  3. Complied with all the criterias to be determined by the Board

It is an online application through our website www.mbot.org.my and the fee payment can be transacted online via online banking FPX in the system.
As of November 2022, MBOT has approved 45,447 Graduate Technologists, 21,126 Professional Technologists, 9,250 Qualified Technicians and 2,718 Certified Technicians.
The registration applications for Graduate Technologists and Qualified Technicians will be directly assessed by secretariat once the applicant fulfils the academic qualification in the related technology and technical field, before being tabled to the Board for approval.

As for the Professional applications (Professional Technologists and Certified Technicians), the applicants will go through a rigorous Professional/Competency Assessment* before it is being tabled to the Board by the Examinations & Qualifications (E&Q) Committee.

*The Professional Assessment modules are formulated by the TEP members in the respective fields. Every technology and technical fields have specific professional assessment which have been proposed by the TEP of that specific field. This professional assessment will involve professional judgment and competency in terms of skills as well as specific knowledge in the respective technology and technical fields.
Professional Technologists and Certified Technicians will have to complete the required number of 30 and 20 CPD hours each to renew their professional registration. 

Following the outbreak of Covid-19 pandemic across the globe, the Board comprehends and takes solace of the predicaments caused to all the registrants. Hence, in line with Section 25 and Section 5(f) of Act 768, the Board provides the flexibility to registrants to complete the requirement for Continuing Professional Development (CPD) as mentioned in the Circular No. 1/2021 - Notification of Professional Registration Renewal for the Year 2021 and 2022. 
Professional Technologists (Ts.) and Certified Technicians (Tc.) must record the CPD hours and renew the registration through MBOT CPD System at https://cpd.mbot.org.my/login. 

Please note that MBOT CPD System can only be accessed by Professional Technologists (Ts.) and Certified Technicians (Tc.). 
In accordance with Section 25 (1) of Technologists and Technicians Act 2015 (Act 768), the Board has hereby determined the fulfillment of Continuing Professional Development (CPD) as the condition for the certificate of registration’s renewal for Professional Technologists (Ts.) and Certified Technicians (Tc.). 
You may contribute by submitting an article for the publication of TECHIES. Professional registrants may collect 2 CPD hours if the article is published. 
TEP stands for Technology Expert Panel that comprises of government representatives that directly involved in the respective technology fields, industry players and academia. These 3 combination will form strategic alliance of experts that acts as advisor and oversee the respective technology fields.

TEP will have duties in engaging with:

a. Academic Accreditation
To assist the Technology & Technical Accreditation Council (TTAC) in accreditation process.

b. Professional/Competencies Assessment
To provide professional assessment & standards for practising professional including CPD framework.

c. Practising Provision
To develop & propose practising provisions for professionals in the respective technology and technical field.

d.Training & Lifelong Learning 
To conduct or assist in implementing training for professionals under related technology and technical field.
In supporting the country's aspiration towards IR 4.0, MBOT is seen as a dynamic and flexible professional body and most relevant platform to leverage expertise and skills from various areas of technology under MBOT wings. This advanced technological elements are pervasively embedded into the TVET curricular right up to the technological practicing provision, to add value to the various booming industrial sectors in Malaysia.

The MBOT Technology Expert Panel (TEP) comprising relevant government agencies, industry players and academics are seen to be able to provide technologists and technicians to be more receptive, adaptive, innovative and pro-active to dynamic development of various related industries.
